Local Government Funding Program

As Metro Vancouver’s transportation authority, our mission is to connect the region and enhance its livability through a sustainable, robust transportation network. TransLink invests in walking, cycling, transit, road, and bridge projects through our Local Government Funding Programs (LGFP) that build stronger and more vibrant communities, making it easier for people to move around the region safely and efficiently.

Investments made through these programs are critical in achieving Transport 2050 and regional goals by making travel more convenient, safe, affordable, accessible, and sustainable. At a time when we’re facing economic pressures across the country, these investments also create and sustain well-paying jobs – supporting families, strengthening communities, and boosting our local economy.

    Through our Local Government Funding Programs, funding is provided to local projects that advance regional objectives outlined in Transport 2050 to contribute to regional transportation networks and serve a regional purpose.

    Since 2017, TransLink has invested more than $1 billion in 795 key transportation projects across the region and contributed funding towards the operation, maintenance, and rehabilitation (OMR) of the Major Road Network (MRN). In 2025, approximately $145 million in regional funding was made available to local government partners through the LGFP to fund a total of 118 projects and contribute to the OMR of the MRN. Projects that were awarded funding were confirmed and communicated to local governments in April 2025, including the issuance of TransLink-signed funding agreements.

    These projects are driven by local governments and include the addition of new or improved:

    Pedestrian Infrastructure

    • Pedestrian Crossing Upgrades

    • Accessibility improvements

    • New or widened sidewalks

    • Multi-use paths

    Bike Infrastructure

    • Infrastructure upgrades to increase comfort

    • Safer bike crossings at intersections

    • Street calming measures

    • Wayfinding and signage to raise awareness and make routes more intuitive

    Road Infrastructure

    • Road widening on the Major Road Network (MRN)

    • Safety and efficiency improvements on the MRN

    • Bus Speed and Reliability improvements

    • Repair of major structures and assets on the MRN

    Statistics

    Upgrading pedestrian, bike, and road infrastructure

    • TransLink’s Local Government Funding Programs invest in 21 municipalities, Electoral Area A, and the Tsawwassen First Nation.

    • TransLink has invested $145 million to upgrade or build new infrastructure in 2025.

      • This includes 66 walking, biking, and multi-use path projects across the region, as well as 52 roads, structures, and bus speed and reliability upgrades.
      • We’re also supporting annual operation, maintenance, and rehabilitation required for the 2,678 lane-kilometres of the Major Road Network (MRN) TransLink oversees.
    • From 2017 through 2024, $883 million in regional funding was made available to local governments.


    Guidelines

    The Local Government Funding Program guidelines identify the type of infrastructure upgrades and the locations that are eligible for funding. The guidelines also describe the funding and evaluation framework used to assess these projects. Details about program administration procedures and requirements are also included. The guidelines are subject to periodic updates or enhancements as required.
