Temporary Transit Changes

Coast Mountain Bus Company requires advanced notice of any projects that will result in temporary transit changes for any length of time. Fees will also be collected for some of these changes to help recoup costs.

The type of project will determine which process you need to follow. In the future, all projects may funnel through the process outlined on this page.

Types of impacts

  • Bus stop closures

If your project requires full or partial road closures, we may need to reroute or detour bus service. For any road closures in Vancouver or parts of Burnaby that will impact trolley overhead, a safety watch, pole pullers, and/or dieselization (replacing electric trolley buses with diesels) may be required.

High Impact Areas

Certain areas and routes in our bus system have high customer impact such that a simple bus stop closure is not suitable. If your request is for any of the areas noted below, we will require the stop to be relocated nearby.

  • Any stop serving a SkyTrain station or bus exchange (generally identified by a yellow bay # flag)

  • Express services: R1, R2, R3, R4, R5, 44, 84, 99, 210, 211, 222, 257, 301, 394, 430, 503, 509, 555, 620

    Types of Requests and Duration

    Short-term Requests (1-29 days)

    • All short-term requests are handled through our Special Events/Operations Logistics department.

    • You must notify us three (3) business days prior to the date the short-term closure/request is required for, or you will be subject to late fees.

    • If this request extends over 30 days, you will be charged an extension fee. 

    Long-term Requests (30-89 days)

    • All long-term requests are handled through our Transit Engineering and/or Service Planning departments.

    • Bus stop closures only: A minimum of three (3) business days advance notice is required for any long-term bus stop closures, or you will be subject to late fees.  

    • Road closures: A minimum of twenty (20) business days advance notice is required for any road closures requiring reroutes or detours, or you will be subject to late fees. Note: You are not required to have things finalized 20 days in advance but to simply notify us of the project and expected level of impacts.

      

    Major Requests (90+ days)

    • All major requests are handled through our Transit Engineering and/or Service Planning department.

    • Bus stop closures only: A minimum of three (3) business days advance notice is required for any long-term bus stop closures, or you will be subject to late fees.

    • Road closures: A minimum of five (5) months advance notice is required for any major projects that will require road closures resulting in reroutes or detours. Fees will be discussed on a case-by-case basis after you've notified us of the request and are based on the level of impact to transit service. Note: You are not required to have things finalized 5 months in advance but to simply notify us of the project and expected level of impacts.

    All 90+ day requests that include road closures need to be emailed to serv_reviewmon@translink.ca.

    For short-term (1 to 29 days), long-term (30 to 89 days), and major bus stop closure (90+ days) requests, please fill out the Temporary Transit Changes Request Form.


    Trolley Overhead Proximity

    If a project requires encroaching within three (3) meters of any powered or non-powered trolley overhead (TOH) power system infrastructure (meaning everything inclusive of poles that make up the power system) and/or requires adjustments to the TOH infrastructure, then coordination with TransLink’s Trolley Overhead Adjacent Works Program and an independent qualified safety watcher are required.

    If any activity is impeding the ability for our buses to travel, then pole pullers are also required and dieselization may be required. Please read the following important information:

    To protect workers

    • Instruct workers about the hazards - if contact is made, lines will re-energize.

    • Always keep minimum safe distance to avoid contact.

    • If minimum safe distance cannot be maintained - you must first contact the TransLink TOH Adjacent Works Program by either submitting an online request, emailing tohreview@translink.ca, or by phone at 604.561.9363 prior to work commencing to arrange a meeting to determine available options to avoid contact with lines. They will instruct you what to do next.

    In the event of an emergency, contact the CMBC Transit Communication (TCOM) at 778.593.5520.

    Minimum safe distance

    • No workers shall be within one (1) meter of the power system.

    • No moving vehicles or equipment of any kind shall be within 3 meters of the TOH infrastructure without an independent qualified safety watcher provided by an arm’s length third party accredited by TransLink.

    Qualified safety watcher

    • If working within 3 meters of the power system, contact TC Utility Services, the authorized TOH power system provider of independent qualified safety watchers at 604.425.1421 (confirmation of safety watch being put in place with TC Utility Services is required prior to work beginning).

    • If TC Utility Services is unable to supply an independent qualified safety watcher, then contact TOH at 604.561.9363 and other arrangements will be made.

    Bus benches/shelters

    If you require information or assistance with bus benches or shelters, please contact our Transit Communication Centre at 778.593.5534.

    Please note that TransLink is generally only responsible for maintenance within our facilities and property, such as bus exchanges.  The respective municipalities own the infrastructure and assets at on-street bus stops including bus shelters.  In some cases, the municipality partners with a third-party, such as an advertisement company, to supply and maintain bus shelters. 

    Bus charters

    All bus charter requests must be submitted through TransLink's Sponsorship Request form.

    SkyTrain

    If your work is taking place near SkyTrain guideways or stations, please follow these Adjacent and Integrated Developments instructions.

    BC Transit

    If your work will impact BC Transit, you will need to contact BC Transit with your request.

    West Vancouver Blue Bus

    If your work is taking place in West Vancouver, you may also need to contact West Vancouver Blue Bus.


    Fees

    If your project will impact transit service in the following ways, you may be subject to fees. These fees are subject to change.

    Transit impact under 30 days

    Minimum notice required: three (3) business days prior. (e.g. if the change is effective Monday, you need to notify us before Wednesday the week prior)

    Late/extension fees:

    • A $300 late fee will be charged for failing to provide minimum notice.

    • A $300 extension fee will be charged if the Transit Impact will extend to 30 days or longer.

    General fees:

    • If the work will require bus stop closures or relocations only, there are no fees.

    • If the work will require a reroute or detour due to a road closure, then the following fees apply:

      • $465 processing fee

      • There will also be an additional cost per minute of extra travel time per day of reroute

    • Exception: If the reroute is minor in nature, then these fees may be waived at our sole discretion.

    • If the work will require dieselization or pole pulling due to it impacting electric trolley buses, then additional fees will also apply:

      • Cost per kilometre of travel per day for dieselization

      • Cost per hour for pole pullers

    Transit impact 30 - 89 days

    Minimum notice required:

    • Bus stop closures/relocations only: 3 business days prior

    • Reroutes/detours from road closures:

      • 20 business days prior for initial notification

      • Final plans must be submitted to us eight (8) business days prior

    Late/extension fees:

    • A $300 late fee will be charged for failing to provide minimum notice.

    • If the transit impact involves road closures and extends beyond 90 days, we will determine any extension fees at our sole discretion.

    • We do not charge to extend a stop closure beyond 90 days.

    • No fees for reopening a stop or road closure sooner than initially requested.

    General fees:

    • If the work will require bus stop closures or relocations only, a $300 fee applies.

    • If the work will require a reroute or detour due to a road closure, then the following fees apply:

      • $465 processing fee

      • There will also be an additional cost per minute of extra travel time per day of reroute

    • Exception: If the reroute is minor in nature, then these fees may be waived at our sole discretion.

    • If the work will require dieselization or pole pulling due to it impacting electric trolley buses, then additional fees will also apply:

    Minimum notice required:

    • Bus stop closures/relocations only: 3 business days prior

    • Reroutes/detours from road closures: 5 months advance notice

    Late/extension fees:

    • Bus stop closures only: Same as the 30 – 89 days section

    • Reroutes/detours from road closures: Fees will be determined on a case-by-case basis

    General fees:

    • If the work will require bus stop closures or relocations only, the fee structure is the same as the 30 - 89 days section

    • If the work will require a reroute or detour due to a road closure, then the fees will be determined on a case-by-case basis

    Additional Details

    • If your request for a reroute also requires dieselization and/or pole pulling, as determined by CMBC in its sole discretion, then both sets of fees will apply. 

    • Dieselization isn't always available. If we are able to dieselize, the costs per KM of travel is for all buses on the entirety of the route for the full operational day.

    • If the request or any other submission we ask for doesn’t arrive within the minimum days’ notice, you will be charged the late request fee.

    • For reroutes / detours over 30 days, we need 20 business days advance notice to be made aware of the upcoming change so we can begin preparing. In order to meet deadlines, we need finalized plans from you no later than 8 business days prior. In both cases, late notice will result in you being charged the late request fee.

    • Fee waivers, as determined by CMBC in its sole discretion, include:

      • Requests that come directly from a local government where mitigation measures are put in place to maintain travel times as best we can.

      • Late requests that come directly from a local government for emergency road work to address immediate safety concerns.

      • Requests that result in a direct benefit to CMBC or TransLink.

    • Taxes will apply to all fees.

    • We reserve the right not to process future requests until all outstanding invoices have been paid.

    Terms & Conditions

    Terms and Conditions for Temporary Transit Changes

    The person or entity (“Requestor”) who is identified in any form submitted to Coast Mountain Bus Company Ltd. (“CMBC”) via this link: https://translink.ca/about-us/doing-business-with-translink/temporary-transit-changes, or otherwise requesting a temporary transit change (“Request”) agrees to the following terms and conditions (“Terms and Conditions”):

    1. Requestor represents and warrants that (i) it has the capacity and authority to enter into these Terms and Conditions (ii) any information submitted in connection with the Request is true and correct.

    2. Requestor agrees to pay all applicable fees established pursuant to the fee schedule available here, or in the case of project requiring a change for a duration of more than 90 days, the fees calculated by CMBC in respect to such Request within 30 days of the date of the invoice issued by CMBC for such fees.

    3. CMBC will evaluate all Requests at its sole discretion. If Requestor has any overdue amounts owing in respect of any prior Request, CMBC may elect not to process a new Request from Requestor until such time as the overdue invoices are paid. CMBC will approve Requests at its sole discretion

    4. The Requestor will ensure that any and all Work is operated, maintained, and rehabilitated in compliance with all applicable laws, statutes, regulations, by-laws, and any rules or directions provided by CMBC on this page or in connection with its approval of a Request (“CMBC Approval”).

    5. Requestor agrees to indemnify and save harmless CMBC, its affiliates and their successors and assigns, agents, directors, officers, employees, contractors, or others for whom TransLink may be responsible at law (collectively, the “Indemnified Parties”), from and against all losses, damages, claims, demands, actions, proceedings, costs, interest and expenses, including reasonable legal fees and disbursements, that arise from or out of: (i) any Requestor work identified in the Request (“Work”); (ii) any other work that Requestor may be carrying out concurrently with the Work; (iii) any breach of these terms and conditions by Requestor, and (iv) the negligence or willful misconduct by Requestor agents, directors, officers, employees, contractors, or others for whom Requestor may be responsible at law, except where and to the extent caused by or arising through the negligence or willful misconduct of the Indemnified Parties. Such indemnification survives the termination or expiration the Work and the temporary transit change.

    6. Requestor carries comprehensive general liability insurance and any other insurance to commercially reasonable limits and will provide TransLink evidence of coverage upon request. TransLink may require minimum liability coverage depending on the circumstances.

    7. In the event Requestor is in default of any of these Terms and Conditions, Requestor will be responsible for all costs incurred by CMBC to re-evaluate the Request in connection with Requestor’s default. This is in addition to any other rights and remedies CMBC may have against the Requestor in respect of such default.

    8. Requestor acknowledges TransLink is subject to the Freedom of Information and Protection of Privacy Act (“Act”) and these Terms and Conditions and any records provided to TransLink may be subject to public disclosure under that Act.

    9. All notices, demands, claims or other communications required or permitted hereunder will be in writing and may be delivered prepaid or sent by prepaid first class mail or email to Requestor at the address and email identified in the Request and to CMBC at, 400 -287 Nelson’s Court, New Westminster, BC, V3L 0E7 attn Manager, Service Planning.

    10. Deletions, modifications or additions to these Terms and Conditions and are not binding unless agreed in writing by CMBC. A waiver of any term is effective only if in writing from CMBC and is not a waiver of any other term. Any unauthorized change, agreement or acknowledgement will be null and void and have no effect.

    11. These Terms and Conditions together with any documents referenced herein: (i) contains the entire agreement between the parties and supersedes all previous verbal or written communication with respect to its subject matter; (ii) will be governed by and construed in accordance with the laws of British Columbia and the laws of Canada. The parties consent to the exclusive jurisdiction of the courts of the Province of British Columbia.
