TransLink is proposing to build a new mixed-use development at 502-536 East 3rd Street in North Vancouver, located in the heart of the Moodyville neighbourhood.

Our vision is to create a walkable neighbourhood hub with animated ground floor retail, vibrant outdoor public plaza space, and secured rental housing. Not only will the development deliver more housing and vibrant public spaces for the community, but it is also situated next to TransLink’s R2 RapidBus route, seamlessly connecting people to the Lonsdale Quay SeaBus Terminal and beyond.

TransLink's Real Estate Development Program

The proposed development is part of TransLink’s Real Estate Development program, which was established to unlock the development potential of properties owned by TransLink. In doing so, TransLink can realize a new source of revenue and deliver benefits to the broader community.

Core principles of the program include:

  • Focus Density: Locate people, jobs, and housing near transit, allowing people to walk, cycle, and take transit more.

  • Create Vibrant, Connected Communities: Build mixed-use development spaces that seamlessly connect to transit, increasing exposure for retailers and creating vibrant spaces for people.

  • Prominent Placemaking: Create unique, landmark projects for people to live, work, and play next to transit facilities through exceptional design.


The Site

The proposed Moodyville Development encompasses two distinct parcels that are owned by TransLink:

  • The south parcel has full-block frontage along East 3rd Street and is approximately 1.87 acres in size.

  • The north parcel is approximately 0.31 acres in size.

The Proposal

TransLink’s Moodyville Development is in the early concept phase, with design plans evolving based on community and stakeholder input.

In late 2024, TransLink submitted an Official Community Plan (OCP) amendment application to the City of North Vancouver, followed by an open house (known as a Developer Information Session) and a community input period in January 2025. Designs have evolved to reflect feedback from a variety of stakeholders and community members.

Key changes and design moves:

  • Reduced building heights, wider tower floorplates, and reduced number of housing units

  • Increased residential car parking ratio

  • New western podium for better height transitions & to provide weather protection over part of the plaza

  • Added additional neighbourhood serving retail space & reconfigured plaza space

  • New public bicycle parking area

The revised concept includes:

  • One 14-storey residential building and one 12-storey residential building on the south parcel

    • All residential units on the south parcel will be secured rental units

    • Staggered building heights and adjusted building placement for improved visual appearance and built form articulation

    • 90% market rent units, 10% below market rent units

  • Increased street level neighbourhood-serving retail space – approximately 17,800 square feet

  • Approximately 10,400 square feet of public plaza space on the south parcel – reconfigured for a wider western plaza area plus space for outdoor bicycle parking for public use

  • An off-street car parking ratio of 0.77, plus 34 off-street car parking spaces for retail customers

  • 3-storey freehold rowhomes on the north parcel

Community Benefits

Increased rental housing supply

Initial plans include approximately 352 new secured rental units and eight freehold rowhomes.

Below market rental housing

Our proposal includes a 10% provision of below-market rental units.

New retail space

Approximately 17,800 square feet of retail space, potentially featuring an urban grocery store and neighbourhood retailers.

Access to sustainable transportation solutions

Fast and frequent bus service with an R2 RapidBus bus stop located directly in front of the project site, a planned Bus Rapid Transit route, and a new cycling lane.

New plaza space

Initial plans include approximately 10,400 square feet of south- and west-facing public plaza space.

High quality public realm

Public realm may include outdoor gathering space, lush landscape planting, and new public art.

Engage With Us

Beginning November 19, we will be holding the next round of in-person facilitated public engagement meetings. These registered, facilitated sessions will include a short applicant presentation, workshop component, and question and answer period. The same information will be presented in each of these meetings. To allow equal opportunity for community members to participate, we request that registration be limited to one session per person.

These facilitated public engagement meetings follow an in-person open house (developer information session) that took place on Thursday, January 30, 2025. We accepted public feedback from January 30 through February 17, 2025, and a summary of community input can be viewed here.

Key changes that have been made in response to community input include:

This site is an appropriate location for added residential density in consideration of frequent transit service from the R2, in addition to potential Bus Rapid Transit (BRT). This project seeks to complement and enhance the evolving community of Moodyville with new housing and community-oriented amenities, including a public plaza and neighbourhood-serving retail. The north parcel of the site is planned for 3-storey row houses, providing a gentle transition from the denser development along East 3rd Street to the single-family residential fabric to the north.

As per City Policy, rents will be secured at 10% below the Canadian Mortgage and Housing Corporation average for each applicable unit type in the City of North Vancouver. 

The project is currently in the pre-approval stages. A rental application process will be established following project approval and selection of a private sector partner.   

The area has access to fast and frequent bus service with an R2 RapidBus bus stop located directly in front of the project site, a planned Bus Rapid Transit route, and a new cycling lane.

The proposal includes approximately 17,800 square feet of retail space. The new street-facing retail will activate the streetscape and serve onsite and nearby residents. There is potential for an urban grocer in the retail space, but given the proposal is still in its early stages, this has yet to be determined.

No, this project has not been approved by council. TransLink has submitted an Official Community Plan amendment to gather feedback from the public, city staff, and council.

Following the approval process, TransLink will partner with a developer to deliver the project.

This application has not been approved and is subject to the City’s approvals process, which includes an Official Community Plan Amendment application and a rezoning application. Once a developer is brought on board, TransLink will be able to provide a clearer picture of when construction will begin and when the development will be completed.
