
Newton Master Development Plan

TransLink has partnered with the Surrey City Development Corporation to develop a long-term plan, or master development plan, for lands owned by TransLink and the City of Surrey in the Newton Town Centre area.
The master development plan establishes a vision for the future development of the Newton Town Centre neighbourhood and provides a framework for coordinating planning of future infrastructure and amenity investments, including the new Newton Community Centre and planning for the King George Boulevard Bus Rapid Transit route – which includes a nearby station to support easy transfers to Newton Exchange and the R6 Scott Road RapidBus.

The Proposal
Our vision is to create a people-focused, pedestrian-friendly neighbourhood supported by a range of transportation options, including transit, that reflects Newton’s diversity, energy, and identity.
The master development plan supports an urban lifestyle by bringing daily needs within close proximity through a mix of land uses designed to encourage community connections and transit use. The plan balances retail, open space, and residential development in a coordinated way, concentrating mixed-use development in key areas while maintaining quieter, primarily residential areas to support livability.
Across lands owned by TransLink and the City of Surrey, the master development plan envisions:
2.2 million sqft development
2,200+ new residential units
4,000+ new residents
150,000+ sqft retail space
New Newton community centre, funded by the City of Surrey
15.7 acres of parks & open space

TransLink's Real Estate Development Program
The master development plan is part of TransLink’s Real Estate Development program, which was established to unlock the development potential of properties owned by TransLink. In doing so, TransLink can deliver benefits to the broader community while realizing new revenues.
Core principles of the program include:

Focus Density: Locate people, jobs, and housing near transit, allowing people to walk, cycle, and take transit more.

Create Vibrant, Connected Communities: Build mixed-use development spaces that seamlessly connect to transit, increasing exposure for retailers and creating vibrant spaces for people.

Prominent Placemaking: Create unique, landmark projects for people to live, work, and play next to transit facilities through exceptional design.
Next Steps
The master development plan is just the first step in creating a new transit-oriented community in Newton. Next, we’ll be working with project partners to undertake further design work in parallel with the City’s community centre project and TransLink’s BRT program.
