Council Meetings

Public participation at meetings is valued by the Mayors’ Council, and time is set aside at every open meeting to receive public delegations.

 

2019 Mayors' Council Public Meetings

The Mayors' Council usually meets once per month, on Thursday or Friday mornings between 9 a.m and 12:30 p.m. at TransLink's office in New Westminster.

Most public meetings begin at 9 a.m. and adjourn by 11 a.m., but these times may vary and will be confirmed once the agenda is finalized and posted. Agenda packages will be posted to Council Meeting Minutes and Reports page in advance of each meeting.

Applying to Speak at a Mayors' Council Meeting

The Mayors’ Council has approved a new policy, as a pilot, governing public delegates at regularly scheduled Mayors’ Council meetings. This new policy can be found here. The process described on this page as well as the Public Delegate Policy will guide prospective public delegates in applying and preparing to speak to the Mayors’ Council.

Individuals can apply to be a delegate by completing the online Application Form. The deadline is 8 a.m., two business days prior to the meeting. In order to ensure that a variety of viewpoints and topics are heard, organizations are asked to designate one speaker to represent their views. The first person to register from an organization will be assumed to be its designated spokesperson. Other representatives will be added to the delegation list if time permits.

If more people have requested to be on the delegation list than the allotted time permits, the delegation list will be selected according to the following:

  • First priority will go to those who want to speak about an item that the Mayors' Council is scheduled to discuss at the meeting, particularly people or organizations who have not yet had an opportunity to speak to the Mayors' Council on the subject.
  • When more people want to speak about items on that day's Mayors' Council agenda than the allotted time permits, there may be a limit of four speakers on an individual topic and an effort will be made to hear different viewpoints. 
  • Those who want to speak about items not on the Mayors' Council's agenda that day will be next in line to be added to the delegation list. Again, the priority will be to hear from people who haven't yet had the opportunity to make a presentation on a particular topic.

All applicants will be contacted by the Office of the Corporate Secretary at the email address provided in the application, no later than noon the day before the meeting.

In situations where there isn't enough time to hear from everyone wishing to speak, the Mayors' Council encourages written submissions be sent to mayorscouncil@translink.ca.

Protocol for Public Delegates

The Council strongly supports the benefits that come from the opportunities to share ideas in a public forum and is committed to providing an environment that promotes the exchange of ideas and information in a respectful way. The Mayors’ Council Chair will exercise discretion in maintaining a reasonable level of order and decorum. Participants are reminded that different points of view are respected, and discussions are kept above the level of personal confrontation, disruptive behaviour and profanity.

 

Application Form

Personal information collected on this form will be used to process your application to make a presentation to the Mayors' Council and to follow up with you should there be any changes. Your name, affiliation and the topic you wish to speak to will form part of the agenda and will be provided to the Mayors' Council at the beginning of the meeting and to the media upon request. This form must be submitted no later than 8 a.m., two business days prior to the scheduled meeting.
