Kevin Desmond

Chief Executive Officer

Kevin is an experienced executive with a career built in the public transportation industry.

Prior to joining TransLink, Kevin was General Manager of King County Metro Transit serving the Seattle metropolitan region. At Metro, he oversaw a mix of transit modes, including buses, trains, vanpools, paratransit vans, as well as approximately 5,000 employees. In his 12 years tenure, he helped to grow ridership by 44 per cent and launch the ORCA Card, as well as light rail, streetcar service, and several bus rapid transit lines. Kevin was also part of three successful votes on transit funding.

Prior to Metro Transit, Kevin was Vice-President of Operations and Development at Pierce Transit in Tacoma, Washington. Before relocating to the West Coast, Kevin acted as Chief of Operations Planning for New York City Transit which included bus and subway operations. Earlier in his career he served as Deputy Director in Mayor Koch’s Transportation Office and Assistant Commissioner for the New York City Taxi and Limousine Commission.

Kevin has a master’s degree in public administration from New York University. He is a member of the American Public Transportation Association (APTA) Board of Directors and the first chair of the organization’s Sustainability Committee.

Rob Malli

CFO and EVP, Finance and Corporate Services

Rob’s background in economics coupled with a perspective deeply rooted in social values enables him to use the tools of finance to support the organization’s mission and business plans.

As CFO and EVP, Finance and Corporate Services, he believes his role is to effect change; interpreting business results from the viewpoint of the “triple bottom line” — social, environmental, and financial value.

Most recently, Rob was CFO and Vice-President, Strategy and Corporate Services at Edmonton Airports. In this role, Rob was a member of a number of Canadian and international committees including the International Airport Council — World Economics and Finance Committee. Prior to that, Rob spent almost two decades at Vancity, starting as a financial services representative (aka bank teller) and working his way up, taking on leadership roles, and finishing his career at the cooperative as CFO for five years.

Rob’s choice to work for organizations that are ambitious and purposeful engages his passion in creating a healthy culture that drives performance.

In addition to Rob’s commitment to inspiring organizational change, he is passionate about his community and society as a whole. His volunteer career began while in university at the Immigrant Services Society of BC and continues through his work with United Way. Most recently, he was a Cabinet Member in the Alberta Capital Region and looks forward to working with United Way of the Lower Mainland and supporting TransLink’s long-standing relationship.

Rob has a Bachelor of Arts degree in Economics from Simon Fraser University and is a CPA, CMA, and a Certified Risk Professional.


Vivienne King

President & General Manager

As President and General Manager of BC Rapid Transit Company (BCRTC), Vivienne is responsible for SkyTrain's Expo and Millennium lines, West Coast Express commuter rail, contract management of the Canada Line and soon, the Evergreen Extension.

Vivienne has extensive experience across all elements of transportation from design through service delivery. She has a proven track record in delivering large scale projects, managing big budgets, and minimizing business risks.

Previously, Vivienne was the Executive Bid Director for Keolis North America and worked on a number of major project bids across Canada and the US. Prior to her work with Keolis, Vivienne held a number of senior leadership roles with transportation agencies in Australia such as KDR Gold Coast near Brisbane and RailCorp in Sydney.

Vivienne has a Bachelor of Commerce degree from University of Western Sydney, Nepean and a number of post graduate degrees. She is a fellow of the Australian Institute of Management (AIM), held the chair of UiTP ANZ (International Passenger Transport Association of Australia & New Zealand), and represented ANZ on the International Executive Board of UiTP. In addition, she was the Chair of the Light Rail committee for the Australian Rail Association (ARA), sat on the advisory board for the Committee for Economic Development of Australia (CEDA), and is a Graduate of the Australian Institute of Company Directors (AICD).

Haydn Acheson

Haydn Acheson

President & General Manager
Coast Mountain Bus Company

Haydn brings a wealth of senior leadership experience and decades in the transportation industry to his role of President and General Manager of Coast Mountain Bus Company.

An accomplished airline captain, Haydn has flown thousands of hours in aircraft such as the Boeing 767 and AirBus 320. He has held several senior executive and management positions with Canadian Airlines, Air Canada, Harmony Airways, and DTKH, including Vice-President Operations, Vice-President Customer Service and Operations, and Vice-President, Flight Operations. He was the Canadian Airlines senior executive in charge of the operational transition of Canadian Airlines into Air Canada.

Haydn has an extensive labour relations background, including grievances, arbitrations, and contract bargaining. He is results-oriented and is always looking for opportunities to improve processes and deliver excellent customer service.

Haydn is also an active community member. He recently completed an eight-year term on the board for the Law Society of British Columbia and is a tribunal panel member on the Employment and Assistance Appeal Tribunal. He is a former aviation Board member for the Exchange Income Corporation in Winnipeg, and was the City of Richmond’s representative on the YVR Noise Committee, and a member of the Richmond Family and Youth Court Watch Committee and the City of Richmond Advisory Committee for the Environment.

Haydn holds a Bachelor of Education degree from UBC and completed the UBC Residential Executive Development Program.

Chief Doug Lepard

Doug LePard

Chief Officer
Transit Police

Doug LePard is a 35-year police veteran and brings to the Transit Police a wealth of policing experience, knowledge of Metro Vancouver and an intimate understanding of Transit Police through his time as member of the Transit Police Board.

Doug LePard was a member of the Vancouver Police Department from 1981 to 2016. He most recently commanded the Investigation Division, where he has worked at four different ranks in multiple assignments, including working in an undercover unit, and as a serious crimes detective and sergeant in several areas. He previously commanded the Operations Division for several years. He holds a B.A. in Criminology from Simon Fraser University and certificates from Queen's University and Harvard University.

He has received many commendations and awards, including a British Columbia Attorney General's award for service to victims, a Lieutenant Governor's award for saving a drowning man and an award for “For Outstanding Contributions Towards Ending Violence Against Women in BC” from the Ending the Violence Association of BC.

In 2012 he was invested as an Officer of the Order of Merit for the Police Forces by the Governor General of Canada. In 2013 he was awarded the Queen's Diamond Jubilee Medal.
