About the 10-Year Plan

The 10-Year Transportation and Financial Plan is comprised of a three-year fully-funded plan and a seven-year outlook which outline the strategic initiatives, transportation programs and services that TransLink will deliver. These plans set the annual transportation initiatives that will move the region towards the goals in Transport 2040, TransLink's long range transportation strategy for Metro Vancouver.

Under the SCBCTA Act, each year TransLink must prepare a Base Plan covering a three year plan period and an Outlook covering the seven years following the plan period. TransLink may also prepare one or more Supplemental Plans that propose additions to the Base Plan. Each Supplemental Plan must be accompanied by an Outlook that shows how the Base Plan Outlook would change if the Supplemental Plan is approved.

What's the difference between a Base Plan and Supplemental Plan?

A Base Plan:

• relies only on established revenue sources, with small increases to allow for inflation
• is approved by the TransLink Board of Directors
• is reviewed by the Regional Transportation Commissioner

A Supplemental Plan:

• identifies further investments, beyond those outlined in the Base Plan
• increases revenue sources, beyond what is permitted under a Base Plan
• is approved by the Mayors' Council
• is reviewed by the Regional Transportation Commissioner

Public and Stakeholder Input

Each year, TransLink conducts public and stakeholder consultation in developing a Base or Supplemental Plan. Feedback is then analyzed and, as appropriate, included in any final plan submitted to TransLink’s Board of Directors.
