Commissioner
The Mayors' Council appoints a Commissioner who is separate from the Council, TransLink Board of Directors and TransLink staff.
The Commissioner approves cash fare increases above inflation. The Commissioner also approves TransLink's plans for annual customer satisfaction surveys, its customer complaint process and any proposed sale of major assets.
The Commissioner reports annually to the Mayors' Council on Commissioner's decisions and the performance of TransLink.

Martin Crilly
TransLink's Regional Transportation Commissioner
Martin Crilly has 34 years of experience in transportation policy, planning, regulation, economics and logistics. He has worked on both freight and passenger transport, and at national, regional and urban scales.
Mr. Crilly also serves as the British Columbia Ferries Commissioner, a position he has held since 2003, responsible for economic regulation of BC Ferries. He was formerly Executive Director of the International Centre for Sustainable Cities, a Vancouver-based, non-government organization.
From 1991 to 1993, he served the Province of BC and Greater Vancouver as project director for TRANSPORT 2021, the long range plan which was adopted as part of the region's growth management strategy.
